In 2006 finished SOPShDO № 17  in Pavlodar and entered the PSU named after S. Toraigyrov.

In 2007 participated in annual Satpaev  readings . He is one of founders of politiko-legal club "Nasikhat".

In 2008 - the chairman of committee on youth affairs and the chairman of a zone staff of student's building and youth groups «Zhasyl El» named after S. Torajgyrov.

For an operating time Sapar Kataevich has shown up communicating skill, responsibility, high working capacity.

For an operating time in committee on Youth’s affairs Sapar led many actions. For his active participation in student's self-management and other student's actions he   received an official message of thanks from a high school management. Sapar  is awarded  by  the certificate of honor of the  republican staff «Zhasyl El».

The purposes:

• creation of conditions for student's self-management

• development of youth’s creative potential

• education  of the person with an active civic stand

Mission:

• moral and spiritual development of youth,

• formation at young Kazakhstan generation   such qualities, as patriotism, professionalism, responsibility,

• assimilation  at youth of   sociocultural experience of past generations, world civilization achievements

• assistance to formation at students of civil consciousness,   general culture, a healthy way of life.

Aims:

• creation of conditions for an all-around development and activization of students in various spheres of public life,

• representation, realization and protection of their economic, social and cultural rights and freedom, among which development of students’ activity in  public affairs management,

• assistance to development of youth self-management, the organization of youth’s leisure

• assistance to development at student’s  youth of social immunity against bad habits.

Student's ombudsman

Purpose:

Develop institutional measures to promote the development of civil culture of the participants of the educational process, education for democratic norms of behavior and relationships in higher education.

Objectives:

Legal education  and prevention of possible violations of the rights of participants in the educational process.

Activities:

The project "Students’ Ombudsman is aimed at creating a unified network of Republican commissioners for the rights of students.

To solve the problems in the following areas of students’ ombudsman:

Creating a network of Republican students’ ombudsman.

Organize and conduct the election of students’ ombudsman. Students’ ombudsman will be elected until November 8 this year in 126 schools of the country. The choice of the students’ ombudsman takes  place annually.

Organize and conduct regional gatherings of students. In each city where there are universities regional student ombudsmen is planned to rally until 23 November.

Organize and conduct national student gatherings Ombudsman of Kazakhstan. First Republican Conference will be held in December 2008.

Adoption of action plans and student work of ombudsmen. Plans of activities and work of student ombudsman are adopted at each annual national meeting.

Monitoring the situation to protect the rights of students. Monthly information about incoming students' speeches, as well as the reactions and the corresponding decisions are analyzed. The analysis of student ombudsman is a monthly information about the situation to protect the social rights of students.
