The order of educational grants award

28. Award of educational grants is carried out on a competitive basis in concrete specialties and language branches within the limits of the established state order.

Award is carried out by the Competition commission of the authorized body in education.

29. For participation in the competition for award of educational grants the citizen submits to the selection committee of the higher educational institution the application of standard pattern, the document of education (original), certificate of UNT or complex testing, two photographs of the size 3x4, medical certificate of the form 086-У, and also a copy of the ID paper.

In the application the citizen for participation in competition for getting an educational grant specifies the specialty chosen by him/her and the institution of higher education.

If the subject of choice coincides an applicant is entitled to specify four specialties.

30. Those who have a right of priority in getting the educational grant, submit to the selection committee of the higher educational institution the document confirming the given right.

31. The documents given out in a foreign language should have a notarially certified translation in the Kazakh or Russian languages.

Documents of obtained education given out by foreign organizations should be recognized as equivalent by the Ministry of Education and Science in accordance with the established procedure.

32. The citizens having physical inability of the first and second groups, handicapped children, and also persons with childhood disability submit the conclusion of medical-social examination board about absence of contra-indications for training in the chosen specialty.

33. Applications for participation in educational grants award competition are accepted from July, 23 till July, 31.

34. The established quotas of enrollment for those participating in the competition for obtaining an educational grant (for orphan children and children who remained without care of parents, invalids of I and II groups, persons equal on privileges and guarantees to participants of war and invalids of war, persons with childhood disability, children of disabled persons, for persons of the Kazakh nationality who are not citizens of the Republic of Kazakhstan), are applied to all the declared specialties.

35. The entrants who have chosen creative specialties, including the owners of the sign “Altyn belgi”, participate in the competition on obtaining an educational grant on only one specialty and specify only that higher educational institution in which they passed their creative examinations.

36. In the competition for educational grant, the scores in the Kazakh language or the Russian language (the language of training), history of Kazakhstan, mathematics and the subject at the choice of are considered.

For participation in competition it is necessary to have not less than 50 points, including not less than 7 points in the major subject (not less than 10 in each creative examination), and not less than 4 points in other subjects.

37. In the process of carrying out of the competition for obtaining educational grants according to UNT or complex testing certificates score, the right of priority is granted to the following categories of people:

1) pupils awarded the sign “Altyn belgi”;

2) winners of international Olympiads and scientific competitions in secondary educational subjects (conferred by diplomas of the I, II, III degrees), the Republican and international competitions of performers and sports competitions (conferred by diplomas of the I, II, III degrees) of the past three years, and also winners of Republican Olympiads and scientific competitions in secondary educational subjects (conferred by diplomas of the I, II, III degrees) of the current year under condition of conformity of the specialty chosen by them to the subject of Olympiad, scientific competition, competition or sports competition in which they are winners.

Specialties of training and subjects of the international and Republican Olympiads, scientific competitions, competitions of performers and sports competitions should correspond to the approved list.

38. Educational grants first of all are awarded to the citizens having the right of priority to be enrolled in a higher educational institution according to item 37 of the present Typical rules.

39. Further award of educational grants is carried out on a competitive basis according to the score of UNT certificates or complex testing certificates in language branches, higher educational institutions and sequence of the specialties declared by the entrants.

40. Vacant places in one of language branches are transferred for award on a competitive basis inside the specialty.

The vacant places which remain after the competitive award of educational grants are redistributed inside the direction of training in the specialty with high lowest passing scores irrespective of the declared form of training and language branch.

41. In case of identical scores of UNT certificates or complex testing certificates the right of priority to educational grants award for getting a free-of-charge state education through budgetary financing have orphan children and children who remained without care of parents, and also disabled persons of the I and II groups; persons equaled in privileges and guarantees to participants of war and invalids of war; persons with childhood disability; disabled persons to whom according to the conclusion of medical-social examination the training in the corresponding organizations of education is not counter-indicative; persons who have documents on education (school leaving certificates, education certificates, diplomas) with distinction; those who have the highest average score of the certificate or the diploma.

42. The persons who have been given educational grants get written certificates of the standard pattern from the authorized body in the field of education.

The lists of owners of corresponding certificates are published in mass media.

43. The state commission for organization and carrying out of complex testing of entrants notifies the persons who have become owners of educational grants, on the necessity of their collecting the corresponding certificates.

Certificates on award of the educational grant together with the documents which have been handed over in the selection committee are given out not later than August, 15.
