Regional Center for Political Researches named after academician of NAS of the RK, the doctor of historical sciences, the professor T.S. Sadykov

Regional Center for Political Researches (RCPR) was established at Pavlodar State University named after S. Toraigyrov on October, 5, 2006. In October of 2009 the Centre was given the name of academician of NAS RK, Doctor of Historical Sciences, Professor T.S. Sadykov, who was a prominent public figure and statesman who have made a great contribution to the development of national higher education system.

The basic objective of the Center is development of new approaches that would allow comparison of the world political systems and institutions which belong to different traditions and times, thus revealing the evolutional analogies among the former Soviet republics, analyzing the diversity of types and forms of political development, and their inherent contradictions and alternatives. 

Regional Center for Political Researches sets up the following goals: the research of the political life in various forms of its manifestations; the study of the mechanisms of formation and implementation of political relations; the holistic analysis of political processes in transformed space; the study of political institutions in action and the results of their activity; creative comprehension and use of the accumulated experience of the world policy; comparative, objective and expert analysis of contradictions in various political systems; prediction of potential events and phenomena in different directions of the society development; revealing the principles of social and political forces consolidation that stand for the radical renewal of different life spheres on the basis of national and common to all mankind ideals and values together with patriotism and responsibility for the future of the Motherland; development of political programs and platforms influencing mass consciousness and forming political views and ideals; interaction with other social sciences and humanities in all their diversity; working out of the methodological basis and analysis of political science; laying down the theoretical basis for analyzing evolutions of political processes and specific models of society with their further generalization and conclusion; training scientific and pedagogical specialists in the political science for the region; organizing scientific and methodological seminars; consideration of theses introduced by applicants for scientific degrees; reviewing scientific articles; issuance of books and methodical manuals, monographs and collected research works.

Basic functional duties of the RCPR are: substantiation and development of concepts for the regional political researches, organization and conducting international and republican scientific, theoretical and practical conferences, seminars, regional and republican students’ disputes on the problems of political life, establishing contacts with the leading departments and schools of political science including different institutions and centers of the former Soviet republics and other foreign countries, coordination and support of scientific research results; competent consultations of scientific researchers starting from the working out of the idea, choosing the subject of studying, stating the goals and objectives of the research, generalization of the experience and practice of the independent development of the republic; new approaches both in fundamental and applied researches, steady rising of their forecasting functions that gives additional arguments to refute the opponents’ statements made in the last decade of the previous century about the hopelessness and inability of independent development and flourishing of Kazakhstan.

The regional center conducts scientific researches in the following directions: regional policy in the context of national security; social and political danger of destructing forces in the process of democratic reforms; dialectics of policy pluralism in the informative area; new outlines and trends in political relations between Kazakhstan and the USA; integration and political processes in the relations between Kazakhstan and Russia in the present century; evolution of political process under the condition of overall struggle against international terrorism; stable trends in the development and use of mass media by political authorities; diversity of classical forms of totalitarian regimes and the search for advantageous models in the process of political modernization; the formation and evolution of Kazakhstan model: its methodology, development and perspectives; peculiarities of extremism displays under the condition of global development; conditions and perspectives of the republican military defense policy development; the place and role of non-governmental institutions in the process of civil society formation.

The Center successfully cooperates with the Department of Political and Native Science of Peoples’ Friendship University of Russia, International Center for Strategic Research (Moscow), the Department of the Newest History and Political Science (Barnaul State University); Further it is planned to conclude agreements on scientific specialists training with the respective departments of Omsk State University and Novosibirsk State University of Russian Federation and with the leading academic institutions of Ukraine and the Republic of Belarus. Moreover on the present day the agreement about scientific and pedagogical cooperation and advanced training for teachers’ professional development has been signed with the Department of Theoretical and Applied Political Science, the Department of Sociology and Political Science of Kazakhstan National University named after Abai.

 The Director of the Center Irenov G.N. during his training at the Department of Political and Native History Science of Peoples’ Friendship University of Russia got acquainted with the scientific and research activity of its teaching staff, the priority branches of researches in the field of political science, exchanged opinions with Moscow leading scientists and attended the enlarged session of the Academic Council of PFUR, participated in the Day of Science, studied contemporary methods of modeling and analyzing political processes and events, their forecasting methods in the International Center for Strategic Research, got acquainted with the working experience of the Center for Political Researches based in the Institute of State and Law attached to Russian Academy of Science. He also attended speech-lectures of prominent scientists such as Corresponding Member, Doctor of Economic Sciences, professor Danilov-Danilyan V.I., academician of Russian Academy of Social Sciences, Doctor of Philosophy, professor Grechko P.K., academician of Russian Academy of Science, Doctor of Physical and Mathematical Sciences, professor, ex-minister of Education and Science of Russian Federation, the present rector of PFUR Philippov V.M., and others.

In 2009 together with leading scientists of Peoples' Friendship University and the National Union of Political Scientists a draft program «Ethno-political problems of the former Soviet Union in the context of studying of the socio-political status of the titular ethnic group: experience, problems and searches» was developed.

The project envisages the conduction of research work on the collection, collation and study of the sources contributing to the creation of a full picture of the development of ethno-political situation in general and the socio-political status of the titular ethnic group, the definition of its place and importance in the process of addition of statehood and the formation of national ideas, conduction of ethno-political studies with the use of a wide range of methods of political sociology, creation of information and electronic resources and edition of collective monographs, textbooks and teaching materials, development of a holistic concept (the Programme) of improvement of the ethno-political situation in the republics.

As the Head of the Centre, Irenovym GN proposed the project of the international scientific conference "Trends in cross-border cooperation between Kazakhstan and Russia", dedicated to the 210th anniversary of Bukeyev hordes and the 20th anniversary of independence of the Republic of Kazakhstan and the Russian Federation in the framework of cooperation. In this regard, different levels meetings were held: the Ministry of International and External Economic Relations of Russia with Afanasyev AP, the Consulate of Kazakhstan in Astrakhan with the consul Syzdykova SS, with a famous philanthropist, financier - President of the International Center of Culture. Monographs:

	“Political reality in its different manifestations” The suggested teaching aid considers theoretical and methodological base of definite direction in Kazakstan political science research, political scientists creative approach to the dynamically developing part of social knowledge, which conduces to the political science, as an independent science formation and its positive changes systematization, marked out in the second half of the past and the beginning of the new centuries. The monograph “The political reality in its varied manifestations” is recommended to scientists, lecturers and teachers, post-graduate students, competitors, and students as an additional material on political science disciplines (Pavlodar: “Kereku”, 2008. – 305 p.).
	“De –and reideologization policy” The monograph throws light upon the period of ideologization from the second half of the 1960s, deideologization and reideologization from the middle of the 1980s until nowadays. The book summarizes the author’s experience of an ideologist, theoretician and practitioner, who many years worked in the sphere of ideological work. The author considers the theoretical aspects of ideology, its role in the past, present and future, the peculiarities of its becoming sovereign, close intertwining of ideological principles and ordinary citizens’ life in the period of Soviet form of government; propaganda of society transformation idea. The book analyzes in detail the significance of lecture propaganda in social life, reveals the role of informational and analytical activity of ideological service new infrastructures in conditions of the Republic of Kazakhstan independent development. This monograph is meant for scientists, lecturers and teachers, post-graduate students – everybody, who is interested in the history of Pavlodar oblast practical ideologists (Pavlodar: LP “ECO”, 2008. – 360 p.).
	“Potential of political knowledge and activation of students’ self-dependent work” (2nd edition) The manual considers some methodological bases of forming political ideas and organizational problems of students’ self-dependent work. This work gives recommendations of a teacher who is a political science researcher, PSU professor who went his path of life from a boarding-school tutor to headmaster, to the director of a teacher training college and a higher educational institution. The main goal of the book is to help in the acquisition and extension of political knowledge, activation of creative activity and intensification of educational process. The aid is recommended to scientists, lecturers and teachers, post-graduate students, competitors, students of higher educational institutions, college students and schoolchildren – everybody, who is interested in the history of political science formation and development in the West and in the post-Soviet space, particularly in the Republic of Kazakhstan in conditions of independent development, as well as methods of political science bases teaching in educational institutions (Pavlodar: Kereku, 2007. – 160 p.).
	Aryn R.S., Irenov G.N. Ethnopolitical science: manual The suggested manual considers the theoretical and methodological bases of ethno-geneses theory, conceptions of ethno-political science, conceptual approaches to the problems of the state-forming title ethnic group and its evolution, the realization mechanism of the national policy in conditions of the Republic of Kazakhstan independent development and the ideology and consolidation principles of political stability ensuring, interethnic accord and unity in Kazakhstan society (Chapters I, II, III, IV were compiled by Aryn R.S., chapters V, VI, VII - by Irrenov G.N.). The manual allows tracing the condition of ethno-political processes and new approaches to inter-ethnic conflicts solution. The book is included in the educational program, educational and methodic complex, which, in our view, can help teachers and students of “Political science” specialty and social disciplines in the study and research of the unsolved problems of ethno-geneses and ethno-political science (Pavlodar: LP “ECO”, 2008. – 285p.).
	Aryn E.M., Irenov G.N., Aryn R.S. Ethnopolicy: problems and searches. The offered monograph considers theoretical and methodological bases of ethnogenesis theory research, concepts about ethnopolitical science, conceptual approaches to problems of the constituent titular ethnos and its evolutionary national policy realization mechanism in the conditions of independent development of the Republic of Kazakhstan and ideologically-consolidated principles of political stability maintenance, the interethnic consent and unity in Kazakhstan society. The monograph traces the condition of ethnopolitical processes and new approaches in solving of interethnic conflicts. It can render the effective help to students and teachers on the specialty "Political science" and social science disciplines at studying and research of unresolved ethnogenesis and ethnopolitical science problems (Prague Development Center, 2010).
