In 2006 he graduated SCS № 17  in  Pavlodar. Entered  Pavlodar State University named after Toraigyrov the specialty " Law", Department of History and Law.

In 2007 he participated in the annual Satpayev readings on the topic: "The corporal  penalty – severe punishment. Pros & Cons "One of the founders of the political-legal club Nasihat.

In 2008 he was appointed as the chairman of the Youth Committee and chairman of the zonal headquarters of student building and youth groups Zhasyl El " named after S. Toraigyrov.

During his work he recommended himself as a  communicative, approachable, responsible creative person.

During the work of the Youth  committee  Sapar conducted many activities. He was given letters of honour  f or active participation in student government and other student activities several times by  the authorities of the university. Also he was awarded a Certificate of chairman of the Regional Committee of Education and Science of Pavlodar region and a diploma of the national headquarters “ Zhasyl El. "

Purpose:

• Management and organization of effective functioning of the student and youth labor groups of high school.

• Provide social support to students, including those from socially vulnerable groups, through their temporary employment.

• Increase percentage  of youth employment.

• Management and organization of effective functioning of the youth labor groups on  the territory of the Republic of Kazakhstan. 

Activities:

Since April 2005, the university started an environmental marathon in the state program Zhasyl EL. "  organizing  planting of trees on campus. Only in spring were planted more than 2,000 seedlings of fruit and ornamental rocks were planted . On previously unoccupied territory of the university was founded an  orchard. At the spring replanting of the 2006 season were planted 445  saplings.

In the autumn 49 pine trees were planted  in the mausoleum named after  M. J. Kopeev in Bayanaul area and 202 units of pines in the rest house "Bayantau".

In 2007, already planted 50 pine trees on the campus near the cultural and sports complex.

Zhasyl El "- a program that guarantees the temporary employment of youth, timely payment and necessary conditions for safety. The program, cultivating in students a modern sense of patriotism and responsible and independent.

Program Zhasyl El "University is not only possible to transform and equip the territory of high school, but also provided an opportunity for college students and students of PSU im.S.Toraygyrova feel a great sense of ownership and meaningful to the common cause.

Annually since 2002 at the University of forming linear construction teams. In previous years, the MTR fighters were busy on all repair and construction work performed by the university. Manual of Pavlodar State University named after S.Toraygyrov was initiated revival movement in the national MDA level.

Zonal headquarters SMTO PSU  named after S.Toraygyrov for the organization of the student teams in a third Labour term of the 2006 season with regional headquarters SMTO, enterprises and organizations of the region was formed by 18 linear units to 5 lines totaling 323 people. Of these, 10 construction units - 203, 5 environmental groups - 75 people, an archaeological team - 20 men, 1 unit of informational support - 10 people and a propaganda team - 15 people.

As in the past year, in the creative activity of agitation - an educational unit of the regional staff took an active part of our university students. Propaganda unit of the University for the 2006 season participated in 23 outreach concerts in the Pavlodar region: Speeches were given in 12 district centers of the region, 2 concerts in units 6679, 5512 and 9 concerts in large rural districts of the region.

During the work SMTO PSU named after S. Toraigyrov detachment of information support has repeatedly publicized their work in the media in the region, particularly in newspapers and on television and radio broadcast.

In general,  we can say that student labor units of the University with 5 years of experience, became a professional in demand from employers in all sectors.

As a result of the 2006 season, the Republican headquarters SMTO fighters SMTO units of our university were awarded medals and diplomas breast in the categories: Best commander SMTO "" Best Journalist SMTO "" The best fighter SMTO "," Best commander construction team, "" Best of the archaeological unit commander .
