"Public state and local administration" department: Teaching Staff
Khismatulin Rail Abdrakhmanovich
Is candidate of economic sciences, professor of "Public state and local administration" department.
He defended his dissertation in Tselinograd Agricultural Institute in 1989. The general seniority is 39 years, including pedagogical-science seniority – 28 years. In the higher education system of Kazakhstan Republic he passed steps of the higher education work from a teacher, senior teacher, associate professor and director of the department, to the vice-chancellor and chancellor of the institute.
He works in PSU named after S. Toraigyrov from October of 1982. From September 1992 he occupied the positions of head of the departments “Economic theory, philosophy and law”, “Economics and management”, “Economic theory”.
During his pedagogical-research activity Khismatulin R.A. conducted lectures, practical classes, seminars, examinations, took tests and also other forms of the classwork and extra-curricular educational work with economic specialty students of a full-time tuition and tuition by correspondence in “Fundamentals of the economic theory” and “Macroeconomics” disciplines. Besides, he deserved a reputation as a qualified lecturer. He conducted his classes at a high level. In the capacity of an advisor he helps the formation of young teachers of the department. He designed work programs, and the whole methodological support of the disciplines “Fundamentals of the economic theory” for economic specialty students of a full-time tuition and tuition by correspondence, for the second higher education and undergraduates, and also plans of seminars, tests for controlling of students. He carries out research supervision of projects and degree works, and also students’ reports. He worked out the methodical guidance of the projects fulfillment for a full-time tuition, and also themes and methodical guidance of the projects and tests in the economic theory for the economic specialty students.
In 2003-2003, Khismatulin R.A. on his own wrote and published a tutorial “Aid for those who study economic theory”, and also in the co-authorship a manual of economic theory and the Russian-Kazakh explanatory dictionary “Economics and finance”.
Khismatulin R.A. persistently works over the rising of his scientific and professional level. Repeatedly he went to the leading universities of Kazakhstan and Russia to improve his professional qualification: 1982 – institute of advanced training at Kazakh State University, Almaty; 1992 – 3 months’ courses of qualification rising in Moscow State University, Moscow; 2001– resource center of economic and business education “CARANA” USA, in Almaty. He published 56 treatises comprising more than 70 printer’s sheets, including 2 manuals, Russian-Kazakh economic dictionary and individual monograph. He constantly takes a part in intercollegiate local, republican and international scientific conferences. He works at the doctoral dissertation “Theoretical and methodological aspects of social orientation of economy”, his research supervisor is doctor of economic sciences, professor, Aryn Ye.M.

Is an assistant professor of the department "Public state and local administration".
She has worked at Pavlodar State University named after S. Toraigyrov since 1998. The total length of service is 10 years, the pedagogical - 10 years.
In 1997 she graduated from Pavlodar State University named after S. Toraigyrov in the specialty “Economics and management at an enterprise” with the conferring the qualification “Economist-manager”.
In her scientific-pedagogical activity she conducts lectures and practical classes for students of all tuition forms of economic and non-economic specialties in the Kazakh language in the following disciplines: “Fundamentals of economic theory”, “Macroeconomics”, “Economic theory”, “The history of economic studies”, “Economic policy”, etc.

Zhanat Mirzabek
Is an assistant professor of the department "Public state and local administration".
He has worked at Pavlodar State University named after S. Toraigyrov since 2004. The total length of service is 11 years; the pedagogical experience is 8 years.
In 1992-1997 he studied at Semipalatinsk State University in the specialty “Economics and management in enterprise of agricultural production complex”. In September 1997, he began to work as a teacher at a secondary vocational school in Mongolia. In 2001, he began to work at “Sreadazstroimechanizatsiya” corporation in the position of an economist. In 2003 – 2004, she studied at an MA course at PSU named after S. Toraigyrov in the specialty 520850 “Economics”. She successfully defended an MA thesis at PSU on “Small-scale business in innovative-industrial development strategy (due to Pavlodar oblast)” getting an MA degree in economics. According to her scientific thesis theme, there were 3 articles published: “Kazakhstan economy reforming in innovative development region”, “The innovative infrastructure development in Kazakhstan”, “The state regulation of innovative processes”. The scientific adviser is Sillin A.N., professor, doctor of sciences.
From the 1st of September, 2003 till the 31st of August, 2004, she worked at “Philosophy and SPD” department of Pavlodar State Pedagogical Institute, then she fulfilled part-time employment at “Economy and Social management” department and worked as a teacher at PSU college. During her career, she proved to be a disciplined and responsible employee. From the 1st of September, 2004 till the 31st of August, 2005, she was on a maternity leave.
Currently she is an assistant professor at "Public state and local administration" department.
