The scientific library after academician S.Beisembayev is the regional methodical centre for Pavlodar area’s systems of vocational training libraries. Since 1978 methodical work is conducted in close coordination with a country council of college directors. Among professional partners the Regional Methodical Center of Libraries (RMCL) the major role belongs to the Republican scientific and pedagogical library (RSPL) which defines the main direction of development of all types of academic libraries of Kazakhstan. The methodical centre receives the invaluable help at seminars, trainings and benefits from leading national and regional libraries.
The main focus of the department is improvement of worker’s professional skills, rendering of the methodical help to organisations on library questions, introduction of new forms of work, improving library technology.
Annually 4 seminarsare held, their subject matters are chosen by means of libraries’needs, topical problems of time and recommendations RNPB. Among the most interesting seminars are regional seminars "Libraries and the modern problems of reading," The role of libraries in the patriotic education of youth "," Development of library and information services for academic libraries, using new technologies "," Regional Studies activities modern library. "
