Omirbayev Serik Maulenovich
On February 17, 2012 Minister of education and science Bakhytzhan Zhumagulov appointed by his order Rector of Pavlodar State University named after S. Toraigyrov Omirbayev Serik Maulenovich, Doctor of economic science, Professor, Academician of International Academy of Informatization.
Omirbayev Serik Maulenovich was born on February 2, 1958 in Karkaralinsk of Karganda oblast. He is ethnic Kazakh. He has worked in the system of higher education of the country since 1982, after graduation from Faculty for Economics at Karaganda State University (KarSU) in the specialty “Finance and credit”. From 1982 till 1999 he worked at KarSU named after Ye.A. Buketov in the positions of: assistant, lecturer, assistant professor, associate professor, head of the department and dean of the Faculty for Economics.
From June 1999 he worked as adviser of social development sector at Economics Division of RK Prime Minister Chancellery. From December 1999 till 2001, he worked at RK Ministry of education and science in the positions of: head of the department, head of the office and deputy director of Higher Education Department. In 2001 – 2003 he was Vice President for Academic work at Eurasian National University named after L.N. Gumilyov. From 2003 till 2007 he worked as gead of the office, deputy director of National centre for educational state standards and testing of RK Ministry of education and science. From November 2007 till October 2011 he was Director of Higher and Postgraduate Education Department, Director of Department for strategy of education development and international cooperation at RK Ministry of education and science.

• Best Achiever of the Republic of Kazakhstan
• Letter of Gratitude from the Republic of Kazakhstan President (2001);
• Letter of Gratitude from the Republic of Kazakhstan President (2007);
• Breastplates “Honorary worker of education of the Republic of Kazakhstan”, (2002), “For merits in the Republic of Kazakhstan science development” (2003), «15 anniversary of the Republic of Kazakhstan finance police” (2009);
• Jubilee medal “10 years to Astana” (2009);
• Jubilee medal “20 years of the Republic of Kazakhstan Independence” (2011).
He is the author of about 150 publications, including monographs, research articles, textbooks and manuals.
