1 General regulation

1.1 The Rector's Office is a structural subdivision of the S.Toraighyrov PSU (further – University) and responsible to the Rector.

1.2 In the course of activity the Rector's Office is guided by the legislation of the Republic of Kazakhstan, Constitution and the laws of the Republic of Kazakhstan, standard legal acts of the government of the Republic of Kazakhstan, Ministry of Education and Science of the Republic of Kazakhstan (further – Ministry) concerning Rector's Office activity, University Charter and the present regulation.

1.3 Regulation on the Rector's Office, its sructure and staff number is approved by the Rector.

1.4 The Rector's Office has appropriate seal and stamp for ensuring personnel, special and documentation work of the University.

2. Main tasks of the Rector's Office

The main tasks of the Rector's Office are

2.1 Participation in creating necessary conditions for getting education directed to formation, development and professional personality growth on the national and human values basis, scientific and practical achievements in his competence.

2.2 Participation in working out and fulfilling the conception and University development programme and University work plan.

2.3 Legal ensurance of University activity.

2.4 University personnel policy fulfilment.

2.5 University internal discipline activity ensurance as a single educational-industrial complex and implementation of general coordination of all University structural subdivisions’ activity on official and organizational work matters.

2.6 Control and ensurance of up-to date and qualitative implementation of control directive documents, interaction on these matters with organizational-control services of Ministry and other state management bodies.

2.7 Documentative and control-organizational University activity ensurance.

2.8 Informative-analytical University activity ensurance.

2.9 University activity monitoring.

2.10 Work organizational ensurance.

  • competitive commission for substitution of University professorial- teaching staff positions;
  • commission on University employees’ attestation;
  • commission on determination speciality work experience.

3. The Rector's Office functions

According to set tasks Rector's Office implements the following functions:

3.1 Participates in working out and realization University conception, development programme and work plan.

3.2 In coordination with other University structural subdivisions leaders selects and employs personnel according to the labour legislation.

3.3 Organizes and executes standard documentation work out, methodical, instructive and other materials on improving work with personnel.

3.4 Introduces orders on admission, transformation and dismissal of all categories employees according to rector staff.

3.5 Makes proposals on introducing effective forms of all University structural subdivisions interaction including proposals on improving University structure and staff schedule.

3.6 Works out and presents documents on administrative-managing apparatus activity organization for approval according to set order.

3.7 Works out instructions on official work rules with documents at University including secret ones, approves according to set order and makes control on their execution.

3.8 Implements centralized manufacture, storing and giving out University employee certificates, pass cards according to set order.

3.9 Ensures control on qualitative and in time implementation of University work plan according to set date, rector’s and pro-rectors’ orders, tasks and missions.

3.10 Analyzes and unifies work with documents at University.

3.11 Proposes materials on awarding University employees for consideration and registers according to set order.

3.12 Monitors University activity.

3.13 Participates in decision of University employees’ social, medical, resort matters service.

3.14 Implements and organizes the work of commission on determination University employees’ work experience in speciality.

3.15 Organizes the work of competitive commission on selection of applicants for vacant positions substitution.

3.16 Organizes the work of attestation commission.

3.17 Ensures correspondence of worked out standard legal acts at University to the acting legislation of the Republic of Kazakhstan.

3.18 Organizes and tests standard legal acts projects received to Rector's Office from other University structural subdivisions.

3.19 Defends University at court according to set order.

3.20 Organizes the work on legal education.

3.21 Implements control on executive and labour discipline in its competency.

3.22 Works up and analyzes check up materials held by controlling organizations.

3.23 Organizes rectorate work and meetings at rector’s.

3.24 Organizes different thematic activities (conferences, seminars, press-conferences, round-tables etc.) holding.

3.25 Translates University standard legal acts projects into the Kazakh language.

3.26 Implements official work in two languages: state and Russian.

3.27 Implements other functions set by rector’s order.

4 Rector's Office Organizational structure

4.1 Structure and administrative Rector's Office staff is approved by the S.Toraigyrov PSU rector according to its aims, tasks and work volumes.
