HISTORY OF THE MAKING THE DEPARTMENT
This department is succeeding the old Department of Accounting and Finance founded in 1995.
For four years since its foundation the Department was headed by professor I.T. SHUKUMOV, head of The Chamber of Accountants of the Republic of Kazakhstan, Candidate of Economic Sciences.
Nataliya Sergeyevna KAFTUNKINA, candidate of economic sciences, professor of PSU named after S.Toraigyrov, is the current Head of Department.
Currently, faculty of the Department consists of 26 members, including 1 doctor of sciences, 5 candidates of economic sciences, 1 candidate of technical sciences, 5 masters of economics, 5 members of the Department are contending for the C candidate of economic sciences degree, and are actively involved in scientific research efforts in various branches of economic science, under the guidance of doctors of economic sciences of the Republic of Kazakhstan.
Department of Finance is a subsidiary of Faculty of Finance and Economics of S. Toraigyrov Pavlodar State University.
LEADERS OF THE DEPARTMENT
Natalia Sergeevna KAFTUNKINA - Candidate of economic sciences, professor of PSU named after S.Toraigyrov, associate professor (Supreme Certification Committee of Kazakhstan), is head of Department of Finance. She defended her candidate’s thesis before the dissertations council OK 53.39.05 at E.A. Buketov Karaganda State University in 2003. Mrs. Kaftunkina has been working at PSU since 1996; the total educational work experience is 15 years.
N.S. Kaftunkina offers courses for students of every tuition form in the following disciplines: Financial Management, Project Analysis, Crediting and Financing of Investments, Financial Management (advanced course).
As an active participant of various international projects, N.S. Kaftunkina won the prize at the international project contest under EERC, on the subject of “Analysis of Regional Factors of Industrial Cluster Development (based on research of Pavlodar region)”, heading this project in 2006.
Won the prize at the international contest under Kazakhstan Economists Association on “Developing Economics and Economics Science in Kazakhstan: Problems and Prospects”; received a second place prize for the best report on developing economics and state economical policy, in 2007.
She provides guidance for the students’ research work. She received a Kazakhstan Ministry of Science and Education certificate for the students’ research achievements.
Associate professor N.S. Kaftunkina won the “Scientist of the Year” award at S. Toraigyrov PSU, in 2007 and 2008.
She is an active participant of nationwide and international research conventions.
To date, she has authored more than 40 publications, including 22 works published over the last 3 years. Among those is her own course book titled “Financial Management, Part I”, 2005, for economics majors, which is now being actively employed in the corresponding courses. She published a study titled “Analysis of Regional Factors in Developing Industrial Clusters (based on research of the Pavlodar region)” in 2006.
She underwent international refresher training course, via PRAGMA Corporation. She was conferred a CIPA certificate of International Accountant-Practitioner. She’s an instructor on “Finance” CIPAEN disciplines. Underwent training under Network of Applied Research in Central Asia (courses on Microsimulation Analysis, Econometrics, and Economic Policy), provided by the Economic Research Consortium, Astana, 2006. Within 2008 English language courses for the continuing have been visited. She constantly takes advanced professional training courses and seminars.
