HISTORY OF THE FACULTY

 

The Faculty of Finance and Economics was established in 1993 as the Faculty of Business and Management. The necessity of establishing the Faculty was caused by the transition of the national economy to market conditions. The first economic specialties (Production Organization in Construction, Production Organization in Mechanical Engineering, Accounting and Auditing, Production Organization in Industry) appeared in 1993-1997. The Faculty was later reorganized into the Institute of Economics and Law (2001-2004).

In the 2014-2015 academic year, the Department of Legal Studies was joined to the Faculty which caused change of the Faculty's name from the Faculty of Finance and Economics to the Faculty of Public administration, Business and Law.  In the 2015-2016 academic year, the "Political Science" Program was joined to the Faculty.

The Faculty of Public administration, Business and Law is now one of the largest faculties of S. Toraighyrov Pavlodar State University in terms of the number of specialties and the number of students.

The Dean of the Faculty is a Candidate of Engineering Sciences, Associate Professor of Economics, Professor Takhir Ernazarov.

The Faculty includes 4 departments:

- Department of Economics;

- Department of Finance and Accounting;

- Department of Management and Political Science;

- Department of Legal Studies.

The Faculty offers 7 Bachelor’s degree programs:

The fact that in 2005 the Faculty successfully completed the ISO 9000-9001 international certification indicates high quality of the educational services offered by the Faculty.

In 2012, the Faculty successfully completed the international accreditation of educational programs held by the ACQUIN international accreditation agency (Germany).

The Faculty activities are based on following processes:

Training and proficiency assessment of students is carried out by highly qualified academic staff members:

Most members of the Departments of Finance and Accounting and Auditing are certified trainers of PRAGMA international educational corporation.

Main achievements of the Faculty are:

- the leading position in the regional educational market in terms of the quality of training students majoring in economics;

- certificates of state registration of rights to the copyright object from the Committee on Intellectual Property Rights of the Ministry of Justice of the Republic of Kazakhstan;

- high level of students' social security (educational grants, discounts, financial support for orphans and students from low-income families);

- high level of tutorial materials used in the learning process based on the credit (nonlinear) educational technology;

- annual implementation of contractual research projects in collaboration with the leading companies of the region with participation of students;

- publication of a research journal (PSU Bulletin, the Economic Series);

- annual participation and prizes at national and regional academic competitions and conferences.

The Faculty team is a regular prize-winner at annual regional academic competitions in Economics.

Students of the Faculty are prize-winners at many sporting events held both in the Republic of Kazakhstan and abroad. R. Khudiyev and A. Sklyar took part in the swimming contests of the Olympic Games in Athens (2004) and Beijing (2008). R. Dzhumabayev is a club chess champion of Asia and he also completed the requirements for the FIDE grand master’s title. S. Aktayev is a repeated toghyz-qumalaq champion of the Republic of Kazakhstan; in 2008 he won international tournaments in Russia, Kyrgyzstan and Czech Republic. Students of the Faculty also have outstanding achievements in boxing, wrestling, basketball and rugby.

 

FACULTY ADMINISTRATION

 

Takhir Yazdurdiyevich Ernazarov

Dean of the Faculty of Public administration, Business and Law

He was born in 1961 in Yermak, Pavlodar region.

Education: higher. In 1983, T.Ya. Ernazarov graduated with honors from Pavlodar Industrial Institute with a degree in Automobiles and Tractors.

In 1987, he entered a postgraduate program at Moscow Auto-Mechanical Institute. In 1988-1990, he was a senior executor of a complex of research projects with Kharkov tractor plant.

In 1989, he was the organizer and participant of joint Soviet-American trials of tractors, which were produced by the Katerpillar company and Altay factory in Odessa branch office.

In 1990, he defended his dissertation for the degree of Candidate of Engineering Sciences.

In 1994, he studied at Kazakh-German Academy of Economics and Law.

In 1997, he graduated with honors from Karaganda State University named after Ye.A. Buketov with a degree in Finance and Credit.

In 1991, he became an assistant lecturer, then a senior lecturer and associate professor of Pavlodar Industrial Institute; in 2001, he was appointed a director of Institute of Economics and Law of S. Toraighyrov Pavlodar State University.

Dean of the Faculty of Finance and Economics, Professor of the Department of Economics and Business Management since 2005. He has experience of working in the commercial and banking sectors.

T.Ya. Ernazarov has over 100 scientific publications, the main of which are devoted to the problems of innovative systems formation and functioning. He is one of the developers of Akim’s Industrial Policy till 2010 and the Strategy of Industrial and Innovation Development of Pavlodar region till 2015. He has three author's certificates of intellectual property from the Ministry of Justice of the Republic of Kazakhstan.

- Honored Worker of Education of the Republic of Kazakhstan (2005).

- Letter of appreciation from the President of the RK (2005).

- Laureate of Kazakhstan Economists Association award for the best monograph (2005).

- Laureate of Kazakhstan Economists Association award for the best research paper (2007).
